Dr. Gabrielle Serafini (Gabby) is a global citizen, entrepreneur, and digital health innovator with a career spanning three decades across multiple continents. As Co-Founder and CEO of WelTel Health, she has guided the company from a bootstrapped startup into a growing revenue enterprise, expanding its impact across thirteen countries, including the United States, Canada, Rwanda, New Zealand, Peru, and others.
Notably, she played a key role in deploying WelTel’s digital health technology at a national scale in Rwanda during the COVID-19 pandemic, demonstrating the platform’s ability to enhance care continuity and accessibility in resource-limited settings. Since the pandemic, the company’s solutions have supported disease outbreaks in Ebola, mpox, and Marburg.
Under Dr. Serafini’s leadership, WelTel has been recognized for its role in strengthening health systems and improving patient engagement through digital technology. She has secured strategic partnerships and funding through Grand Challenges Canada and USAID to support global health initiatives in Africa, while also engaging in international business development and policy dialogues through Asia Pacific Foundation of Canada missions to Taiwan, Vietnam, and Singapore.
Gabby’s commitment to leveraging technology for social impact has earned her recognition on global stages, including an invitation to join the "Women Leading in Health Tech" panel at the United Nations' Women’s Entrepreneurship Day Organization Summit, as well as prestigious awards recognizing women in technology and humanitarian leadership.
