Scott Millar
Mr. Scott Millar was appointed Assistant Deputy Minister (Policy) in October 2024. Previously, he was Vice-President (Strategic Policy) at the Canada Border Services Agency, Deputy Chief (Policy and Communications) at the Communications Security Establishment and held executive positions at both the Treasury Board Secretariat and the Privy Council Office.
He also served as the Senior Advisor to the Vice President (Policy and Programs) at the Canadian Food Inspection Agency, and as Acting Director of International Relations at FINTRAC, Canada’s antimoney laundering and anti-terrorist financing agency. Scott began his public service career in 1997 as a policy analyst within the Anti-Organized Crime Division at the former Department of the Solicitor General (now Public Safety Canada).
Mr. Millar holds a Master’s degree in Political Science and a Bachelor of Arts in Psychology from Carleton University, and has earned certificates from McGill University, the Canadian Foreign Service Institute and the Canadian Forces College. He has also published on issues surrounding ministerial accountability.
