
Phil Rourke
Phil Rourke has 30 years of experience in delivering trade and development capacity building projects in all regions of the world. Phil is Project Director for two trade and development projects (EDM and CTIF) implemented by Cowater International in partnership with the Institute of Public Administration of Canada (IPAC) and funded by Global Affairs Canada.
The Expert Deployment Mechanism for Trade and Development (EDM) is a seven-year technical assistance fund to assist Canada’s developing country trading partners with the negotiation and implementation of their trade agreement strategies with Canada. The Canadian Trade and Investment Facility for Development (CTIF) is a seven-year technical assistance fund to assist Indo-Pacific developing countries with their trade and development strategies.
Phil also serves as Director of the Centre for Trade Policy and Law (CTPL), Canada’s leading training institution on trade policy and trade negotiation issues. He is a lecturer in trade policy and trade negotiations at the Norman Paterson School of International Affairs (NPSIA) at Carleton University and at the Faculty of Law, University of Ottawa.
