The Chinese government has actively established many programs to attract overseas and Mainland talent. The raw number of returns is impressive but what about the quality of those who have returned versus whose that have chosen to stay abroad? Dr. David Zweig of the Hong Kong University of Science and Technology will present data collected by his research team that shows that there are significant differences among those who do not return and join government programs. Zweig will argue that the experiences of the Chinese universities and research institutes significantly affect the quality of the staff who return to work in that organization.
