Leo Xu

Leo is a Consultant at Deloitte's Public Sector Transformation practice, focusing on Canada's security and justice agencies. Prior to Deloitte, Leo served in policy and program roles at Global Affairs Canada, Canada Border Services Agency, and Prince's Trust Canada. As a first-generation Chinese Canadian, Leo's research interests lie in China's hegemonic aversions to the liberal world order and its recharting of rules-based systems through projects such as the Belt and Road Initiative. Leo holds an Honour’s B.A. in International Relations from Western University and is a member of the Canada China Forum.
